As a reminder to all homeowners one trailer per home is allowed in the Common Area on Lincoln Drive. Your Cape Windsor address must be on the tongue, use a contrasting color from the trailer color to ensure the address is legible. We have identified 4 trailers with no address, tow signs have been placed, if not claimed in 10 days, MAG Towing will remove the trailer. Cape Windsor is not responsible for any fees associated with towing, etc.

Trash and Recycle Update
Important Notice
Trash and Recycle pickup will change to Tuesdays as of February 1, 2022 (next week). January 27th is the last Thursday pickup.
The schedule for recycle remains every other week, aligned to the current schedule, just the day has changed.
As soon as we are provided a new calendar it will be published on the website and copies will be provided on the bulletin board outside of the pool on Lincoln Drive.
New Trash Service to Begin December 1, 2021
As everyone knows we have experienced a number of problems with our current suppler, Republic Services. The service has fallen below an acceptable level and during negotiations for a new contract they felt a 30% increase was fair, so the Board chose to end our 20-year relationship with Republic.
The Board contacted four companies, and after reviewing the best terms for our community, we elected to go with Blue Hen Disposal for the next three years.
Message from the President – October 2021
MESSAGE FROM TOM ROCKSTROH, CWCA PRESIDENT
After my first year on the Cape Windsor Board, it has become evident that the Cape Windsor I know today and the Cape Windsor I knew more than forty years ago has hit its tipping point for change.
The Board and I would like to thank all the Board members who volunteered their time over the last forty plus years to nurture and develop this community into the Great Place it is today, a community of thoughtful and caring neighbors.
This package includes two important items; the Assessment increase for 2021 and a document of proposed amendment changes to the existing By-Laws.
Cape Windsor’s 2022 Annual Assessment Increase
In prior years, November is the time the Board met with the homeowners to review the next year’s budget which determines that year’s assessment. Over the last few years, the attendance at the Budget meetings has declined to no more than 10% of our homeowners. This year we feel it is more important to communicate on time and at the same time to the entire community via mailing and electronic communication. As announced in August, the Board again presents the assessment for 2022. You will receive more detail in the next few weeks.

Proposed Amendments to Cape Windsor’s By-Laws
Linked below are six proposed amendments to our current By-Laws. To adopt the changes fifty-one percent of the homeowners are needed to adopt the changes. Each amendment will be voted on.
One amendment addresses compensation for the Board Secretary. This would give the Board the flexibility to pay for secretarial services through one of two processes, pay the Board Secretary or recruit for a Secretary.
Please mail back page 5 with your votes no later than December 1, 2021 in the postage paid envelope enclosed.

Cleveland Ave. Water Repairs
Due to the weather last week, repairs to the two water leaks were pushed out, we do not have a confirmation, but there is a chance the repair company will show up tomorrow 8/30. You possibly will be without water for a short time. Again, we do not have a confirmation, but we want you to be prepared if this happens.
Cape Windsor’s Community Event for 2021
The Music Festival is just 7 days away, September 4th starting with food at 1:00 pm and music at 2:00 pm. We have confirmed over 230 reservations for food. So, if you have not reserved your bands, please email your name and number to capewindsorhelp@gmail.com. You can pickup your bands at the pool entrance between 10:00 am to 12:00 pm on 9/2, 9/3 and 9:00 am on 9/4.
Starting at 2:00 pm, our entertainment begins with:

- Elizabeth Melvin, a well-known Annapolis vocalist and musician
- Richard Rauch, of the Richard Rauch Band
- Our own in-residence Mark Rosenberg
