Reminder – June 10 Bulk Pickup

Bulk Trash Pickup – is this Wednesday, June 10

Items should be set out the evening of Tuesday, June 9 and no later than 6:00 am Wednesday morning.   Place all bulk materials at the end of your drive.

Items that will NOT be collected are:

  • Automobile batteries, tires,
  • Construction debris,
  • Flammable/hazardous materials,
  • Oil/petroleum products, paint,
  • Rocks, bricks, concrete blocks, dirt, and tree stumps.
  • No appliances containing CFC Freon gas such as A/C units, freezers, or refrigerators.

CW Coronavirus Update

In response to Governor Carney’s announcement on May 14 to reopen the beaches of Delaware.  The Board’s position is to follow our plan announced in March and keep the pool and play areas closed. We will reassess this situation at the end of June and not reopen until it is safe for our community. 

It is important to remember that the mandatory 14-day quarantine for out-of-state travelers and short-term rentals remain in effect.

Governor Carney Announces Reopening of Beaches to Delawareans

Thursday, May 14: Governor Carney announced that the State of Delaware will lift restrictions on Delaware beaches and community pools at 5:00 p.m. on Friday, May 22, subject to strict social distancing requirements and other restrictions. Ice cream shops and trucks will reopen with restrictions effective 5:00 p.m. this Friday, May 15.

Governor Carney made the announcement after consultation with public health experts at the Delaware Division of Public Health and mayors of Delaware’s beach towns. Delaware’s mandatory 14-day quarantine for out-of-state travelers and ban on short term rentals will remain in effect.

General Update on the Coronavirus Pandemic

The Board has received emails from CW residents expressing concern about the 2020 season and the potential influx of people renting properties within the community. The expressed concern pertains to the current coronavirus situation and the possibility of renters unknowingly bringing in the contagion and passing it along.

Per the By-Laws for the community, the Board has no jurisdiction here. The Board is responsible for the common areas (the use and maintenance), building restrictions (per our deeds and community by-laws), and the general operation of the community (water system, mowing community lawns, etc.).

The Board understands the anxiety of its residents so we would recommend that owners of rental properties follow Federal, State, and CDC guidelines.

It is suggested that renters be notified that the Board has announced cancellations for the summer months which includes:

  • cancellation of the Memorial Day music festival/community picnic,
  • opening of the pool,
  • closing the community play area.

These will remain in effect until we are informed otherwise by DE State officials. In addition, both Delaware and Maryland beaches are closed.

Coronavirus Update

As the summer busy season approaches Cape Windsor, the Board felt it prudent to initiate a “safety” plan for the community. Following the initiatives and recommendations of the Federal and State government, we are planning the following with the caveat that these plans may change based on the severity and timing of the virus presence in our community:

Memorial Day Opening Picnic and Music Festival
We have decided to cancel both events.

Pool Opening
Our primary concern is for the safety and wellbeing of our residents and their guests. As it stands now, and based on recent health projections, it is in all likelihood that the pool will NOT be opening on Memorial Day. However, we will follow local and state guidelines on a weekly basis to make that determination as we approach Memorial Day. Our prime concern is for the safety of our residents and guests, keeping in mind that our residents include folks that might be at the highest health risk to this virus.

We will continue to evaluate the possibility of holding future community events later in the summer.

Water System
The community’s private water system is functioning extremely well. We have an outside DE state-licensed water operator monitoring the system multiple times/week. In addition, there are 2 community residents, DE state-licensed water operators. Along with daily water testing by volunteers on each street, monitored and logged, these 2 residents act as back-ups should our outside contractor become ill. Earlier this year our community water system upgrades were approved, meeting all DE State Standards and received certification.

Board Meetings
Limited to only the Board members until further notice. The location of the meetings may vary based on health concerns.
