Volunteer Opportunity: Ballot Counting for HOA Director Positions

Message to the Community

It is the holiday week and we are observing that those driving golf carts are not stopping at the stop signs, small children driving golf carts and small children on bikes not being monitored, one was almost hit this morning, he was racing and cutting in front of a moving golf cart.

Cars are also not stopping at the stop signs, please let’s have a safe July 4th.


Volunteer Opportunity: Ballot Counting for HOA Director Positions

We are seeking 6 dedicated volunteers to assist with counting confidential ballots for the upcoming HOA Director elections. Your participation will play a vital role in ensuring the integrity of the voting process.

  • Role: Volunteer Ballot Counter
  • Number of Volunteers Needed: 6
  • Responsibilities: Assist in accurately counting confidential ballots in a respectful and secure environment.
  • Dates:
    • Monday, July 21, Wednesday, July 23, Friday, July 25
  • Place: Charlotte Fischer’s home, 38782 Wilson Ave Time: 1:30 pm – 3:00 pm

Additional Information

Both myself and Ms. Hearn the committee co-chair, have concerns regarding the process of opening and validating ballots in a timely and reasonable fashion. We reached out to the board and informed them of our need to solicit additional volunteers to help with counting the ballots the week prior to the Annual Meeting.

Volunteers will be provided with instructions and necessary materials to ensure the counting process runs smoothly. Please ensure availability on the specified date/s prior to signing up.

We truly want to be compliant with our bylaws and asked that the board confirm what we are allowed to do. To ensure clarity and compliance, the Association’s attorney confirmed that the bylaws permit ballots to be counted either during the meeting or in advance, provided the results remain sealed in an envelope and kept confidential until they are officially revealed at the Annual Meeting.

How to Volunteer

If you’re interested in contributing to this important community effort, please send your request through capewindsorhelp@gmail.com to sign up, as I will be on vacation until the week of counting and then starting another vacation on July 26th the day of the meeting. We appreciate your willingness to support this process for the benefit of our HOA community. You will receive an email to confirm our acceptance of your volunteerism as a volunteer.

As a reminder, this process is CONFIDENTIAL and not to be discussed with anyone except your committee members the results will be announced on July 26, 2025.

Cape Windsor News – May 27, 2025

Pool Opened Saturday May 24 – Pool Schedule Update

Due to a staffing shortage, Premier Pools is currently unable to fully staff the pool contract until June 14th. As a result, the contract has been renegotiated, and the originally planned daily pool schedule from Memorial Day to Labor Day has been adjusted.

Until the Premier staff is fully in place, the pool will be open weekends only on the following dates:

  • May 31 & June 1
  • June 7 & 8

We sincerely thank Channing Edwards for stepping in to ensure the pool was able to open as planned on May 24th.

We appreciate your understanding as we work to resume regular operations.


  • Pool Passes – New homeowners can pick up your passes at the pool from the pool attendant. Remember each person must have their own pass to enter the pool.
  • Aerobics sessions – Starting Monday, June 9th
    • Monday through Friday, 10 AM to 11 AM, aerobics is open to all adults.
  • Adverse Weather Conditions – Rules for Pool Closure
    • National Lightning Safety Standards will be followed
    • Code 5.3 when lightning is 8 miles or less pool will close
    • Code 5.3.3 Pool will remain closed for a minimum of 30 minutes to 1 hour from the last Lightning strike or observed thunder within 8 miles
    • Rain if consistent, for more than 5 hours of a shift pool will close
    • Temperature, if weather will not reach 65 degrees the pool will not open

Saturday June 21st is the CW Summer Music Fest
Festival tickets are available for purchase every Saturday from
9:00 to Noon – at the Pool


Slow Down –
Speed Limit is 15 mph on Streets
The traffic has increased within Cape Windsor along with the speed driven on all streets, and cars not stopping at the stop signs. With the start of nice weather, it brings those who like to get their exercise by walking each street. It is a constant reminder to be responsible when driving cars, trucks, golf carts, etc. Please be responsible to tell family, friends, guests, and workers.

Speed Limit on the water – No Wake 6 MPH or less
In Delaware, a “No Wake Zone” designates an area where vessels must be operated at the slowest speed necessary to maintain steerage and headway, while producing the minimum wake possible.

Construction

Work starts at 8:00 am and ends promptly at 7:00 pm, no work of any kind to be conducted on Sundays.

Trucks and cars will be towed at the owner’s expense if parked on the street or on the grass area on Roosevelt Ave., unless authorized by the Board for extenuating circumstances.

Cape Windsor News – May 13, 2025

May 19 – Bulk Pickup

Monday, May 19 our vendor Titanium Landscape will collect items from the curb only. Please have your items set out by 7:00 AM.

Items not collected are old gasoline in containers, lawn equipment with gasoline still in the mower, wet paint (if you solidify the paint with kitty litter) the cans can be taken) and construction material.

Items collected include refrigerators, electronics, furniture, etc.

Items placed that do not follow the do’s and don’ts will be left for you to dispose of.

There is one pass per street, and only items placed at the end of your drive will be taken, do not ask the crew to help move items from your home or shed.
